A Family's Introduction to Early Intervention

This is a guidebook that introduces families to early intervention. Among the contents of this book you will find information on the early intervention principles, information about what families can expect from early intervention, questions parents should ask, and family rights.

Assuring the Family's role on the Early Intervention Team

This resource provides a paper that synthesizes the practices and ideas for explaining procedural safeguards to families.  Assuring families are fully informed supports their role in the early intervention process. 

Family Rights Handbook

Parents need to be informed about their safeguards so they have a leadership role in services to their children.The family rights handbook can be found on the Illinois Department of Human Services website and it includes information on parental consent, prior notice, examination of records, confidentiality, complaints, and surrogate parents.

Online Training Resource Modules

The Illinois Early Intervention Training Program offers modules from the Illinois Early Intervention System Overview online training as a resource for individuals to review as needed. 

  • Early Intervention and Families is an online module that reviews the principles of EI and the caring connection between providers and the families.
  • Referral, Intake and Child & Family Rights is an online module that reviews the process a family goes through when they are first referred to the Illinois Early Intervention System including referral, intake, and procedural safeguards. 

Amendment of Protected Health Information

Families have the right to request amendment of records under HIPAA and the Illinois Department of Human Services has provided procedures to amend protected health information.

Educational Rights and Responsibilities: Understanding Special Education in Illinois

A guide for parents, teachers, administrators, and others to learn about education rights of children who have disabilities and receive special education and related services.
